CTY staff developed some of the early permanent supportive housing developments in Los Angeles County and was financial advisor to Comunidad Cambria, which was the first tenant-purchase of a slum building. Additionally, Ms. Tong has provided technical support to community advocates in community benefits negotiations as well as land use policy reform. These efforts have led to land use policies that promote and protect affordable housing throughout Los Angeles County.
