As the founder of CTY Housing, Ms.Tong has 30 years of experience in affordable housing finance and development. Through CTY Housing, Ms. Tong’s work has resulted in the planning and development of more than 4000 units of affordable housing throughout California with a concentration in permanent supportive housing. Active in the areas of policy and research, Ms.Tong co-authored the Affordable Housing Benefit Fee Study with Economic Roundtable, the Mariposa County Housing Implementation Plan with Nancy Lewis Associates, and a business plan and feasibility study for a community land trust on behalf of Los Angeles County.
Prior to establishing CTY Housing, Inc., Ms.Tong was Vice President at Bank of America Community Development Bank and Senior Account Executive at Fannie Mae’s multifamily division. Ms.Tong developed some of the early permanent supportive housing in Los Angeles, and secured financing for the City’s first resident-purchase of a deteriorated building.
Ms. Tong has taught graduate level courses in affordable housing finance and public policy at the University of California, Los Angeles (UCLA) and University of Southern California (USC). She is the recipient of the Southern California Association of NonProfit Housing Unsung Hero Award. Ms. Tong holds a Master’s degree in urban planning from University of California, Los Angeles and a Bachelor’s degree in history and urban studies from the University of Pennsylvania.
Eleanor Atkins joined CTY Housing Inc. as Principal in 2018. She brings 9+ years of experience in the affordable housing sector and has overseen the predevelopment, construction and rehabilitation of nearly 500 affordable housing units, with total development costs totaling more than $200MM. Ms. Atkins holds a Master’s degree in Urban Planning from NYU Wagner School of Public Service, and a Bachelor’s degree in Urban Studies from U.C. Berkeley.
Diane Tran was hired by CTY Housing, Inc. in 2017 as an assistant project manager and has been promoted to Project Manager. She has worked with housing developers and public agencies to execute construction closings, package financing applications, convert projects to permanent financing and submit placed in service packages. Ms. Tran is experienced in managing construction closings and permanent conversions. Ms. Tran has a Bachelor’s degree in City and Regional Planning from California Polytechnic State University, San Luis Obispo.
C.J. Horvath joined the CTY Housing, Inc. team in May 2018. He recently received a Master’s degree in Urban Planning from UCLA Luskin School of Public Affairs, specializing in affordable housing finance and housing development. Since joining CTY Housing C.J. has helped CTY Housing clients secure financing from the State of California, Los Angeles County, and the City of Los Angeles. Prior to CTY Housing, C.J. lived in Shanghai, China studying the urban challenges the country faces. He holds a Bachelor's degree in economics from American University in Washington, D.C.
